This opinion was expressed by the former Prime Minister of Ukraine Yuriy Yekhanurov at a solemn meeting of the Cabinet of Ministers on the 100th anniversary of the Government of Ukraine.
He recalled the attempts to implement the pension reform, but "the governments were not capable to have enough courage to implement these reforms, because they had to think and prepare to regular elections." Yekhanurov also considers two reforms, of decentralization and civil service, to be very important, he said. In his opinion the iron hand is needed to ensure completion of decentralization reform in Ukraine, "the delay will result in formation of local clans and mini clans ", it is also important to create a professional civil service.
