The official said this will be the first time a US leader of Biden's rank has addressed the parliament. Biden has visited Ukraine several times since Russia's 2013-14 Euromaidan uprising that overthrew pro-Moscow President Viktor Yanukovych and speaks frequently with Ukrainian President Petro Poroshenko. Biden is to meet with Poroshenko and Prime Minister Arseniy Yatsenyuk on December 7.
