On December 9 an outpost will open in Horlivka for the OSCE mission patrol in the occupied Horlivka, Donetsk region. A delegation of 15 observers led by Deputy Chief of Mission Alexander Hug arrived in the city - to monitor the humanitarian and security situation. According to Alexander Hug, Horlivka and Donetsk are "hot spots" in the Donbass. Permanent stay of observers at the place will force militants to be more responsible to Minsk aggreements implementation, Alexander Huh believes. He plans to visit the hospital and a school that during the fighting were affected by the attacks. This week observation post of the OSCE will work in Debaltseve.
