"Ukrainian conflict is the top priority in terms of the OSCE crisis management. We will focus on achievement of the stable and lasting peace finally," Erler said. He reiterated it had been initially planned to achieve full implementation of the Minsk Agreements before the end of the year, "but it did not happen. Thirteen provisions of the Minsk II, which had to be fulfilled before the end of the year, are far from being reached, the schedule has not been complied with, so the continuation of their implementation will make up a large part of the work during Germany’s OSCE Chairmanship." In his opinion, transfer of control over the border will be one of the most difficult tasks.
