"Back in 2014, the NSDC decided to order the government to introduce a visa regime with Russia, and, to my mind, the government had enough time to prepare for that. It is time to decide," Turchynov said in an interview with Interfax-Ukraine, responding to a related question. In his opinion, the visa regime will protect Ukraine from individuals who want to cross over for intelligence and sabotage purposes. "In this context, the visa regime is a rather efficient filter," Turchynov said. "Russia is rapidly burning resources for bolstering its military potential while oil prices are falling, the sanctions stay in effect, and the crisis of inefficient management characteristic of any authoritarian and totalitarian state enhances these destructive processes," he said. "The time will come and we will face a colossal migration wave which may come to Ukraine from Russia. Hence, I am positive that we should make ourselves safe now, rather than do so post factum," Turchynov said.
