OSCE conducts only partial monitoring in Donbas

Special monitoring mission of the OSCE in the Donbas reports about limited access to the areas where, as agreed by Minsk accords, the disengagement of forces occured. Thus, in the Stanytsya Luganska, this process still does not occur. This is stated in the report of the mission. Experts note that partial monitoring is still conducted by the OSCE monitors. Among the reasons for limited access they call mines in the surrounding areas and the ban established by pro-Russian militants for travel through territories under their control.
