"At the moment, we are very far from being able to take a decision on deployment of the OSCE armed mission in Donbas. I assume that it can be agreed or decided at the meeting of OSCE foreign ministers in Hamburg on December 8-9," he said. This meeting completes the year of Germany's presidency of the OSCE.
