This was stated by Foreign Minister Pavlo Klimkin. "Normandy format" is functioning, but may not be effective because of the position of Russia, said the Ukrainian Foreign Minister.
On February 18 in Munich, a meeting of the "Normandy Four" Foreign Ministers took place. The parties agreed on access of representatives of the International Committee of the Red Crossto to persons held in Donbas. The next meeting will be held 4-6 weeks later.
