"Taking into account the understanding of our Normandy Four partners that amendments to the Constitution suggested by Ukraine are in line with the Minsk agreements, the goal of the meeting is to explain legal aspects of the constitutional amendments to Russia," the ministry's press service told Interfax-Ukraine on Wednesday. In addition, the ministry noted that the amendments to the Constitution of Ukraine will not be discussed as amending its constitution is the sovereign right of Ukraine. "As the people are the only source of power and holder of sovereignty in Ukraine. [The people] execute their power directly and via representative agencies, and the decision on any amendments to the Constitution is made by the Verkhovna Rada. According to the Constitution, the right to establish and amend the constitutional order in Ukraine belongs only to the people and can't be usurped by the state, its agencies or officials.
