Ukrainian side during the exchange of prisoners can apply the procedure of pardon for those members of illegal armed groups who are not involved in the fighting. This was disclosed by the Commissioner of the President to resolve the situation in the Donetsk and Lugansk regions Iryna Gerashchenko. She noted that there might be a possible compromise in the issue of the release of the hostages held in the occupied territories. According to her, now 128 citizens of Ukraine remain hostages of militants .
