"Any attempts of Russia to hold illegal elections in Donetsk and Luhansk regions mean complete and total disruption of the Minsk agreements. Ukraine has fulfilled its part of the Minsk agreements. Any discussions on heaping responsibility on Ukraine are groundless and unacceptable," he said.
