"The bill is, of course, a framework one, but it is intended to define legally labour migrants as a category of citizens," Social Policy Minister Pavlo Rozenko said in the parliament while presenting the document. He said that at present, Ukrainian legislation does not have a clear notion of what a labour migrant is, and the labour and social rights of this category of citizens are not protected. "The draft law includes the following rights of labour migrants and members of their families as the right to proper conditions of labour, social insurance and reunion of families. The state is obliged to provide proper labour conditions, social insurance, bonuses and recreation via signing interstate agreements on the relevant rights," he said. The state promotes the creation of conditions for transferring money to Ukraine by labour migrants, and labour migrants should pay taxes and duties under Ukrainian law. If the draft law is passed at second reading, it will take force the next day after its publication.
