President Commissioner for peaceful settlement of the situation in Donbas, Ukraine representative in the subgroup of humanitarian issues of the Minsk Contact Group Iryna Herashchenko explained on what conditions pro Russian militants can be amnestied.
As you know, terrorists link release of Ukrainian hostages with the possibility of their amnesty. As was explained by Iryna Herashchenko, first, the refusal to prosecute militants is a separate item of Minsk agreements. Second, amnesty covers only members of gangs who have not committed serious crimes. Third, the amnesty law could act only after the renewal of power in the occupied territories, said Iryna Herashchenko.
