OSCE Secretary General Lamberto Zannyer believes that the situation in Donbas began to acquire features typical for "frozen conflicts". He drew attention to the appearance of the so-called "DNR" and "LNR" self-proclaimed institutions, including local police, that resemble the ones operating in the unrecognized Transnistria.
This complicates the resolution of the conflict in Donbas by political means at the background of long conflict, said OSCE Secretary General. He also announced the intention to increase the number of observers in Ukraine to 800 people.
