The Kremlin believes that the OSCE mission to Donbas is monitoring, rather than police, and the expansion of its functions is about the arming of its members, Kremlin press secretary Dmitry Peskov told the press.
"This is precisely the question of the line of contact between the militia and the Ukrainian Armed Forces", not control over the Russian-Ukrainian border, Peskov said."To our mind, this is not a police mission," Kremlin press secretary Dmitry Peskov told reporters, answering the question whether the deployment of an OSCE police mission to Donbas had been discussed in the telephone conversation of the 'Normandy Four' leaders.
