The Armed Forces of Ukraine and the DPR (self-proclaimed Donetsk Peoples Republic) were not able to guarantee the security to SMM due to possible mines. SMM is ready/can make observations, but it needs access," the statement reads.
The OSCE Special Monitoring Mission (SMM) has reported limited access to the Stanytsia Luhanska disengagement area due to the presence of mines and absence of security guarantees. The process of disengagement there even didn't start because of constant shelling by pro-Russian militants.
