In the OSCE SMM said that Russia controlled Donbas militants were given instructions on obstructing the movement of the Mission. They were ordered to stop the Mission's patrols and not to allow observers to travel if they move on "unplanned routes"; not to engage in discussions with members of the patrol, and on any questions of observers to say that they are not competent to give any explanation, the OSCE SMM report says.
