Ukrainian Verkhovna Rada Chairman Andriy Parubiy said that a concept of legislation on reintegration of the territories in Donbas that are currently not controlled by Kyiv is being discussed now.. And this is the right approach - to determine the main points at the initial stage to be agreed upon on the whole," Parubiy told journalists.
Among the points being discussed are the change of status, the recognition of the uncontrolled territories as formally occupied territories, and, "what is the most important, the determination of legal preconditions for conducting military actions and military operations," he said. Parubiy also said that the proposed concept also envisages the creation of a single operational headquarters, which should be managed not only by all military and security forces, the security sector, but also by local military-civil administrations.
